Setting up a Recruitment Business in the UAE

The majority of BCB incubator clients require a similar product. Even though each trade licence differs in terms of the activities a company is able to perform, we’re still able to help the majority of UK firms through the provision of a 100% UK-owned Foreign Branch set up, either as a Professional Licence or Representative Office. This is not the case for recruitment firms.

UAE law states that recruitment firms must be 100% wholly owned by an Emirati shareholder; in addition there are very high up front capital requirements by way of bonds held by the UAE Government that are a further barrier to entry. Recruitment is therefore one of the few areas in which the BCB can’t directly support UK firms establish in the UAE, but, we are still able to help by providing sign-posting on alternative options.

If the business does require the above-mentioned formation, we can introduce organisations and individuals who can enable this.  The other common route to market for recruitment firms in the UAE is via registration within a Free Zone, however UK companies should be aware of the prevailing jurisdictional & licensing constraints that come with this.  As with all market entry plans, we strongly recommend consultation with a UAE-based law firm for professional legal advice given the nuances involved
